Global Metaverse Initiative from EU: Arrangements on the Way

The European Union (EU) has declared its plan to introduce an initiative in 2023, aimed at governing all activities and interactions taking place in the Metaverse.

European Commission President Ursula von der Leyen mentioned that these initiatives will be put forward to clarify Europe’s rules and expectations regarding the Metaverse.

Countries around the globe are in the process of integrating and adapting their regulatory frameworks and infrastructures to accommodate the activities taking place in the Metaverse. The European Union has been closely monitoring these developments and recently announced a union-wide initiative aimed at enabling Europe to ‘evolve in the Metaverse.’

Described as ‘key’ by European Commission President Ursula Von Der Leyen, this initiative is part of the ‘Europe fit for the digital age’ strategy outlined in the latest state of the union letter of intent.

Von Der Leyen indicated that the EU will continue to explore new digital opportunities and trends, including the Metaverse, as part of its digital transformation strategy. The Commission intends to implement this initiative in 2023, addressing the diverse activities currently happening in the Metaverse.

Thierry Breton, responsible for the EU’s internal market, detailed the Commission’s focus in preparing this initiative. He stated that the organization will address existing challenges and propose various structures for the Metaverse. It also plans to establish a specific body to develop standards and enhance interoperability among different Metaverses.

Breton emphasized the need for Metaverses to be developed based on interoperability standards, stating that no private entity should monopolize the public square, and that the emergence of new private monopolies or a ‘Wild West’ scenario should be avoided.

The system should support the group providers of technologies underpinning the Metaverse, including software, middleware, other platforms, and 5G. For this purpose, the AR Industrial Coalition has been launched to group key stakeholders in these technologies.

Moreover, Breton mentioned the necessity to fully understand the infrastructure needs for developing the EU’s Metaverse. This includes a vision for the infrastructure required for handling voluminous data and research into the business models and real-time, continuous interactions in the Metaverses. A comprehensive reflection and consultation process will be initiated for this purpose.

Finally, as part of its efforts to combat fraud, the EU has introduced a specific project in this context.
