Albania Appoints an AI Minister in a World First

In a bold move, Albania has integrated artificial intelligence into its government with the appointment of “Diella,” a virtual minister. This marks the first time a physically non-existent entity has been given a role in a country’s cabinet.
Announced by Prime Minister Edi Rama, Diella will serve as the minister responsible for public procurements. Initially launched in January as a virtual assistant, Diella’s primary role was to help citizens access services on the e-Albania platform. Since its debut, it has processed over 36,000 digital documents and provided around 1,000 services.

The main purpose of Diella’s new role is to enhance transparency and prevent corruption in government processes. This move aligns with Albania’s broader goals for European Union membership, where public administration reform, including combating corruption, is a critical requirement.
The appointment of an AI-based minister is a world first in both politics and technology. This unprecedented step has propelled the discussion about the potential roles of artificial intelligence in public administration to a new level.
